Josh Paul previously served as Director of Congressional and Public Affairs in the Bureau of Political-Military Affairs at the U.S. Department of State. In that capacity, he oversaw U.S. policies on arms transfers and sales. In October 2023, Josh resigned in protest against the Biden Administration’s continued arms transfers to Israel and its alleged violations of international law in Gaza. This discussion with Josh will explore the evolution of U.S. arms transfer policies under the Biden Administration, with particular focus on transfers to Israel. It will address the reasons behind Josh’s resignation, the role of arms transfers in facilitating violations of international law, and the potential for reform in U.S. policy. The conversation will examine how arms transfers contribute to the perpetration of atrocities and grave breaches of international law, while also considering the role of public advocacy in opposing such transfers.
